President Barack Obama announced on Sunday a last-minute deal to raise the U.S. borrowing limit and avoid default. Here is the text of his remarks:

"Good evening. There are still some very important votes to be taken by members of Congress, but I want to announce that the leaders of both parties, in both chambers, have reached an agreement that will reduce the deficit and avoid default -- a default that would have had a devastating effect on our economy.

"The first part of this agreement will cut about $1 trillion in spending over the next 10 years -- cuts that both parties had agreed to early on in this process.

The result would be the lowest level of annual domestic spending since Dwight Eisenhower was President -- but at a level that still allows us to make job-creating investments in things like education and research.

We also made sure that these cuts wouldn't happen so abruptly that they'd be a drag on a fragile economy.

Now, I've said from the beginning that the ultimate solution to our deficit problem must be balanced.

Despite what some Republicans have argued, I believe that we have to ask the wealthiest Americans and biggest corporations to pay their fair share by giving up tax breaks and special deductions.

Despite what some in my own party have argued, I believe that we need to make some modest adjustments to programs like Medicare to ensure that they're still around for future generations.

That's why the second part of this agreement is so important.

It establishes a bipartisan committee of Congress to report back by November with a proposal to further reduce the deficit, which will then be put before the entire Congress for an up or down vote.

In this stage, everything will be on the table.

To hold us all accountable for making these reforms, tough cuts that both parties would find objectionable would automatically go into effect if we don't act.

And over the next few months, I'll continue to make a detailed case to these lawmakers about why I believe a balanced approach is necessary to finish the job.

Now, is this the deal I would have preferred?

No. I believe that we could have made the tough choices required -- on entitlement reform and tax reform -- right now, rather than through a special congressional committee process.

But this compromise does make a serious down payment on the deficit reduction we need, and gives each party a strong incentive to get a balanced plan done before the end of the year.

Most importantly, it will allow us to avoid default and end the crisis that Washington imposed on the rest of America. It ensures also that we will not face this same kind of crisis again in six months, or eight months, or 12 months. And it will begin to lift the cloud of debt and the cloud of uncertainty that hangs over our economy.

Now, this process has been messy; it's taken far too long.

I've been concerned about the impact that it has had on business confidence and consumer confidence and the economy as a whole over the last month.

Nevertheless, ultimately, the leaders of both parties have found their way toward compromise. And I want to thank them for that.

Most of all, I want to thank the American people. It's been your voices -- your letters, your emails, your tweets, your phone calls -- that have compelled Washington to act in the final days. And the American people's voice is a very, very powerful thing.

We're not done yet. I want to urge members of both parties to do the right thing and support this deal with your votes over the next few days.

It will allow us to avoid default. It will allow us to pay our bills. It will allow us to start reducing our deficit in a responsible way. And it will allow us to turn to the very important business of doing everything we can to create jobs, boost wages, and grow this economy faster than it's currently growing.

That's what the American people sent us here to do, and that's what we should be devoting all of our time to accomplishing in the months ahead.

THE PRESIDENT: Thank you very much. Thank you. (Applause.)

My Lord Chancellor, Mr. Speaker, Mr. Prime Minister, my lords, and members of the House of Commons:

I have known few greater honors than the opportunity to address the Mother of Parliaments at Westminster Hall. I am told that the last three speakers here have been the Pope, Her Majesty the Queen, and Nelson Mandela -- which is either a very high bar or the beginning of a very funny joke. (Laughter.)

I come here today to reaffirm one of the oldest, one of the strongest alliances the world has ever known. It’s long been said that the United States and the United Kingdom share a special relationship. And since we also share an especially active press corps, that relationship is often analyzed and overanalyzed for the slightest hint of stress or strain.

Of course, all relationships have their ups and downs. Admittedly, ours got off on the wrong foot with a small scrape about tea and taxes. (Laughter.) There may also have been some hurt feelings when the White House was set on fire during the War of 1812. (Laughter.) But fortunately, it’s been smooth sailing ever since.

The reason for this close friendship doesn’t just have to do with our shared history, our shared heritage; our ties of language and culture; or even the strong partnership between our governments. Our relationship is special because of the values and beliefs that have united our people through the ages.

Centuries ago, when kings, emperors, and warlords reigned over much of the world, it was the English who first spelled out the rights and liberties of man in the Magna Carta. It was here, in this very hall, where the rule of law first developed, courts were established, disputes were settled, and citizens came to petition their leaders.

Over time, the people of this nation waged a long and sometimes bloody struggle to expand and secure their freedom from the crown. Propelled by the ideals of the Enlightenment, they would ultimately forge an English Bill of Rights, and invest the power to govern in an elected parliament that’s gathered here today.

What began on this island would inspire millions throughout the continent of Europe and across the world. But perhaps no one drew greater inspiration from these notions of freedom than your rabble-rousing colonists on the other side of the Atlantic. As Winston Churchill said, the “…Magna Carta, the Bill of Rights, Habeas Corpus, trial by jury, and English common law find their most famous expression in the American Declaration of Independence.”

For both of our nations, living up to the ideals enshrined in these founding documents has sometimes been difficult, has always been a work in progress. The path has never been perfect. But through the struggles of slaves and immigrants, women and ethnic minorities, former colonies and persecuted religions, we have learned better than most that the longing for freedom and human dignity is not English or American or Western –- it is universal, and it beats in every heart. Perhaps that’s why there are few nations that stand firmer, speak louder, and fight harder to defend democratic values around the world than the United States and the United Kingdom.

We are the allies who landed at Omaha and Gold, who sacrificed side by side to free a continent from the march of tyranny, and help prosperity flourish from the ruins of war. And with the founding of NATO –- a British idea –- we joined a transatlantic alliance that has ensured our security for over half a century.

Together with our allies, we forged a lasting peace from a cold war. When the Iron Curtain lifted, we expanded our alliance to include the nations of Central and Eastern Europe, and built new bridges to Russia and the former states of the Soviet Union. And when there was strife in the Balkans, we worked together to keep the peace.

Today, after a difficult decade that began with war and ended in recession, our nations have arrived at a pivotal moment once more. A global economy that once stood on the brink of depression is now stable and recovering. After years of conflict, the United States has removed 100,000 troops from Iraq, the United Kingdom has removed its forces, and our combat mission there has ended. In Afghanistan, we’ve broken the Taliban’s momentum and will soon begin a transition to Afghan lead. And nearly 10 years after 9/11, we have disrupted terrorist networks and dealt al Qaeda a huge blow by killing its leader –- Osama bin Laden.

Together, we have met great challenges. But as we enter this new chapter in our shared history, profound challenges stretch before us. In a world where the prosperity of all nations is now inextricably linked, a new era of cooperation is required to ensure the growth and stability of the global economy. As new threats spread across borders and oceans, we must dismantle terrorist networks and stop the spread of nuclear weapons, confront climate change and combat famine and disease. And as a revolution races through the streets of the Middle East and North Africa, the entire world has a stake in the aspirations of a generation that longs to determine its own destiny.

These challenges come at a time when the international order has already been reshaped for a new century. Countries like China, India, and Brazil are growing by leaps and bounds. We should welcome this development, for it has lifted hundreds of millions from poverty around the globe, and created new markets and opportunities for our own nations.

And yet, as this rapid change has taken place, it’s become fashionable in some quarters to question whether the rise of these nations will accompany the decline of American and European influence around the world. Perhaps, the argument goes, these nations represent the future, and the time for our leadership has passed.

That argument is wrong. The time for our leadership is now. It was the United States and the United Kingdom and our democratic allies that shaped a world in which new nations could emerge and individuals could thrive. And even as more nations take on the responsibilities of global leadership, our alliance will remain indispensable to the goal of a century that is more peaceful, more prosperous and more just.

At a time when threats and challenges require nations to work in concert with one another, we remain the greatest catalysts for global action. In an era defined by the rapid flow of commerce and information, it is our free market tradition, our openness, fortified by our commitment to basic security for our citizens, that offers the best chance of prosperity that is both strong and shared. As millions are still denied their basic human rights because of who they are, or what they believe, or the kind of government that they live under, we are the nations most willing to stand up for the values of tolerance and self-determination that lead to peace and dignity.

Now, this doesn’t mean we can afford to stand still. The nature of our leadership will need to change with the times. As I said the first time I came to London as President, for the G20 summit, the days are gone when Roosevelt and Churchill could sit in a room and solve the world’s problems over a glass of brandy -– although I’m sure that Prime Minister Cameron would agree that some days we could both use a stiff drink. (Laughter.) In this century, our joint leadership will require building new partnerships, adapting to new circumstances, and remaking ourselves to meet the demands of a new era.

That begins with our economic leadership.

Adam Smith’s central insight remains true today: There is no greater generator of wealth and innovation than a system of free enterprise that unleashes the full potential of individual men and women. That’s what led to the Industrial Revolution that began in the factories of Manchester. That is what led to the dawn of the Information Age that arose from the office parks of Silicon Valley. That’s why countries like China, India and Brazil are growing so rapidly -- because in fits and starts, they are moving toward market-based principles that the United States and the United Kingdom have always embraced.

In other words, we live in a global economy that is largely of our own making. And today, the competition for the best jobs and industries favors countries that are free-thinking and forward-looking; countries with the most creative and innovative and entrepreneurial citizens.

That gives nations like the United States and the United Kingdom an inherent advantage. For from Newton and Darwin to Edison and Einstein, from Alan Turing to Steve Jobs, we have led the world in our commitment to science and cutting-edge research, the discovery of new medicines and technologies. We educate our citizens and train our workers in the best colleges and universities on Earth. But to maintain this advantage in a world that’s more competitive than ever, we will have to redouble our investments in science and engineering, and renew our national commitments to educating our workforces.

We’ve also been reminded in the last few years that markets can sometimes fail. In the last century, both our nations put in place regulatory frameworks to deal with such market failures -- safeguards to protect the banking system after the Great Depression, for example; regulations that were established to prevent the pollution of our air and water during the 1970s.

But in today’s economy, such threats of market failure can no longer be contained within the borders of any one country. Market failures can go global, and go viral, and demand international responses.

A financial crisis that began on Wall Street infected nearly every continent, which is why we must keep working through forums like the G20 to put in place global rules of the road to prevent future excesses and abuse. No country can hide from the dangers of carbon pollution, which is why we must build on what was achieved at Copenhagen and Cancun to leave our children a planet that is safer and cleaner.

Moreover, even when the free market works as it should, both our countries recognize that no matter how responsibly we live in our lives, hard times or bad luck, a crippling illness or a layoff may strike any one of us. And so part of our common tradition has expressed itself in a conviction that every citizen deserves a basic measure of security -– health care if you get sick, unemployment insurance if you lose your job, a dignified retirement after a lifetime of hard work. That commitment to our citizens has also been the reason for our leadership in the world.

And now, having come through a terrible recession, our challenge is to meet these obligations while ensuring that we’re not consuming -- and hence consumed with -- a level of debt that could sap the strength and vitality of our economies. And that will require difficult choices and it will require different paths for both of our countries. But we have faced such challenges before, and have always been able to balance the need for fiscal responsibility with the responsibilities we have to one another.

And I believe we can do this again. As we do, the successes and failures of our own past can serve as an example for emerging economies -– that it’s possible to grow without polluting; that lasting prosperity comes not from what a nation consumes, but from what it produces, and from the investments it makes in its people and its infrastructure.

And just as we must lead on behalf of the prosperity of our citizens, so we must safeguard their security. Our two nations know what it is to confront evil in the world. Hitler’s armies would not have stopped their killing had we not fought them on the beaches and on the landing grounds, in the fields and on the streets. We must never forget that there was nothing inevitable about our victory in that terrible war. It was won through the courage and character of our people.

Precisely because we are willing to bear its burden, we know well the cost of war. And that is why we built an alliance that was strong enough to defend this continent while deterring our enemies. At its core, NATO is rooted in the simple concept of Article Five: that no NATO nation will have to fend on its own; that allies will stand by one another, always. And for six decades, NATO has been the most successful alliance in human history.

Today, we confront a different enemy. Terrorists have taken the lives of our citizens in New York and in London. And while al Qaeda seeks a religious war with the West, we must remember that they have killed thousands of Muslims -– men, women and children -– around the globe. Our nations are not and will never be at war with Islam. Our fight is focused on defeating al Qaeda and its extremist allies. In that effort, we will not relent, as Osama bin Laden and his followers have learned. And as we fight an enemy that respects no law of war, we will continue to hold ourselves to a higher standard -– by living up to the values, the rule of law and due process that we so ardently defend.

For almost a decade, Afghanistan has been a central front of these efforts. Throughout those years, you, the British people, have been a stalwart ally, along with so many others who fight by our side.

Together, let us pay tribute to all of our men and women who have served and sacrificed over the last several years -– for they are part of an unbroken line of heroes who have borne the heaviest burden for the freedoms that we enjoy. Because of them, we have broken the Taliban’s momentum. Because of them, we have built the capacity of Afghan security forces. And because of them, we are now preparing to turn a corner in Afghanistan by transitioning to Afghan lead. And during this transition, we will pursue a lasting peace with those who break free of al Qaeda and respect the Afghan constitution and lay down arms. And we will ensure that Afghanistan is never a safe haven for terror, but is instead a country that is strong, sovereign, and able to stand on its own two feet.

Indeed, our efforts in this young century have led us to a new concept for NATO that will give us the capabilities needed to meet new threats -- threats like terrorism and piracy, cyber attacks and ballistic missiles. But a revitalized NATO will continue to hew to that original vision of its founders, allowing us to rally collective action for the defense of our people, while building upon the broader belief of Roosevelt and Churchill that all nations have both rights and responsibilities, and all nations share a common interest in an international architecture that maintains the peace.

We also share a common interest in stopping the spread of nuclear weapons. Across the globe, nations are locking down nuclear materials so they never fall into the wrong hands -- because of our leadership. From North Korea to Iran, we’ve sent a message that those who flaunt their obligations will face consequences -– which is why America and the European Union just recently strengthened our sanctions on Iran, in large part because of the leadership of the United Kingdom and the United States. And while we hold others to account, we will meet our own obligations under the Non-Proliferation Treaty, and strive for a world without nuclear weapons.

We share a common interest in resolving conflicts that prolong human suffering and threaten to tear whole regions asunder. In Sudan, after years of war and thousands of deaths, we call on both North and South to pull back from the brink of violence and choose the path of peace. And in the Middle East, we stand united in our support for a secure Israel and a sovereign Palestine.

And we share a common interest in development that advances dignity and security. To succeed, we must cast aside the impulse to look at impoverished parts of the globe as a place for charity. Instead, we should empower the same forces that have allowed our own people to thrive: We should help the hungry to feed themselves, the doctors who care for the sick. We should support countries that confront corruption, and allow their people to innovate. And we should advance the truth that nations prosper when they allow women and girls to reach their full potential.

We do these things because we believe not simply in the rights of nations; we believe in the rights of citizens. That is the beacon that guided us through our fight against fascism and our twilight struggle against communism. And today, that idea is being put to the test in the Middle East and North Africa. In country after country, people are mobilizing to free themselves from the grip of an iron fist. And while these movements for change are just six months old, we have seen them play out before -– from Eastern Europe to the Americas, from South Africa to Southeast Asia.

History tells us that democracy is not easy. It will be years before these revolutions reach their conclusion, and there will be difficult days along the way. Power rarely gives up without a fight -– particularly in places where there are divisions of tribe and divisions of sect. We also know that populism can take dangerous turns -– from the extremism of those who would use democracy to deny minority rights, to the nationalism that left so many scars on this continent in the 20th century.

But make no mistake: What we saw, what we are seeing in Tehran, in Tunis, in Tahrir Square, is a longing for the same freedoms that we take for granted here at home. It was a rejection of the notion that people in certain parts of the world don’t want to be free, or need to have democracy imposed upon them. It was a rebuke to the worldview of al Qaeda, which smothers the rights of individuals, and would thereby subject them to perpetual poverty and violence.

Let there be no doubt: The United States and United Kingdom stand squarely on the side of those who long to be free. And now, we must show that we will back up those words with deeds. That means investing in the future of those nations that transition to democracy, starting with Tunisia and Egypt -– by deepening ties of trade and commerce; by helping them demonstrate that freedom brings prosperity. And that means standing up for universal rights -– by sanctioning those who pursue repression, strengthening civil society, supporting the rights of minorities.
We do this knowing that the West must overcome suspicion and mistrust among many in the Middle East and North Africa -– a mistrust that is rooted in a difficult past. For years, we’ve faced charges of hypocrisy from those who do not enjoy the freedoms that they hear us espouse. And so to them, we must squarely acknowledge that, yes, we have enduring interests in the region -– to fight terror, sometimes with partners who may not be perfect; to protect against disruptions of the world’s energy supply. But we must also insist that we reject as false the choice between our interests and our ideals; between stability and democracy. For our idealism is rooted in the realities of history -– that repression offers only the false promise of stability, that societies are more successful when their citizens are free, and that democracies are the closest allies we have.

It is that truth that guides our action in Libya. It would have been easy at the outset of the crackdown in Libya to say that none of this was our business -– that a nation’s sovereignty is more important than the slaughter of civilians within its borders. That argument carries weight with some. But we are different. We embrace a broader responsibility. And while we cannot stop every injustice, there are circumstances that cut through our caution -– when a leader is threatening to massacre his people, and the international community is calling for action. That’s why we stopped a massacre in Libya. And we will not relent until the people of Libya are protected and the shadow of tyranny is lifted.

We will proceed with humility, and the knowledge that we cannot dictate every outcome abroad. Ultimately, freedom must be won by the people themselves, not imposed from without. But we can and must stand with those who so struggle. Because we have always believed that the future of our children and grandchildren will be better if other people’s children and grandchildren are more prosperous and more free -– from the beaches of Normandy to the Balkans to Benghazi. That is our interests and our ideals. And if we fail to meet that responsibility, who would take our place, and what kind of world would we pass on?

Our action -– our leadership -– is essential to the cause of human dignity. And so we must act -– and lead -– with confidence in our ideals, and an abiding faith in the character of our people, who sent us all here today.

For there is one final quality that I believe makes the United States and the United Kingdom indispensable to this moment in history. And that is how we define ourselves as nations.

Unlike most countries in the world, we do not define citizenship based on race or ethnicity. Being American or British is not about belonging to a certain group; it’s about believing in a certain set of ideals -- the rights of individuals, the rule of law. That is why we hold incredible diversity within our borders. That’s why there are people around the world right now who believe that if they come to America, if they come to New York, if they come to London, if they work hard, they can pledge allegiance to our flag and call themselves Americans; if they come to England, they can make a new life for themselves and can sing God Save The Queen just like any other citizen.

Yes, our diversity can lead to tension. And throughout our history there have been heated debates about immigration and assimilation in both of our countries. But even as these debates can be difficult, we fundamentally recognize that our patchwork heritage is an enormous strength -- that in a world which will only grow smaller and more interconnected, the example of our two nations says it is possible for people to be united by their ideals, instead of divided by their differences; that it’s possible for hearts to change and old hatreds to pass; that it’s possible for the sons and daughters of former colonies to sit here as members of this great Parliament, and for the grandson of a Kenyan who served as a cook in the British Army to stand before you as President of the United States. (Applause.)

That is what defines us. That is why the young men and women in the streets of Damascus and Cairo still reach for the rights our citizens enjoy, even if they sometimes differ with our policies. As two of the most powerful nations in the history of the world, we must always remember that the true source of our influence hasn’t just been the size of our economies, or the reach of our militaries, or the land that we’ve claimed. It has been the values that we must never waver in defending around the world -- the idea that all beings are endowed by our Creator with certain rights that cannot be denied.

That is what forged our bond in the fire of war -- a bond made manifest by the friendship between two of our greatest leaders. Churchill and Roosevelt had their differences. They were keen observers of each other’s blind spots and shortcomings, if not always their own, and they were hard-headed about their ability to remake the world. But what joined the fates of these two men at that particular moment in history was not simply a shared interest in victory on the battlefield. It was a shared belief in the ultimate triumph of human freedom and human dignity -– a conviction that we have a say in how this story ends.

This conviction lives on in their people today. The challenges we face are great. The work before us is hard. But we have come through a difficult decade, and whenever the tests and trials ahead may seem too big or too many, let us turn to their example, and the words that Churchill spoke on the day that Europe was freed:

“In the long years to come, not only will the people of this island but…the world, wherever the bird of freedom chirps in [the] human heart, look back to what we’ve done, and they will say ‘do not despair, do not yield…march straightforward’.”

With courage and purpose, with humility and with hope, with faith in the promise of tomorrow, let us march straightforward together, enduring allies in the cause of a world that is more peaceful, more prosperous, and more just.

Buenas tardes a todos:

Al embajador holandés, que ha prestado tan atentamente su casa para esta ceremonia, a los miembros de la Fundación Príncipe Claus que han organizado la entrega de este premio, al cuerpo diplomático, a mis familiares, mis amigos, a los bloggers aquí presentes y también a los lectores, comentaristas y traductores de mi blog que están atentos a este momento desde el ciberespacio. Un especial saludo a los otros premiados en la edición de 2010 de este importante galardón. En fin, a todos, les agradezco el acompañarme física, virtual o espiritualmente en esta jornada.
Las palabras que diré ante ustedes esta tarde están imbuidas —en parte— de esas experiencias que he vivido en los últimos tres años, desde aquel abril de 2007 en que comencé a escribir mi blog Generación Y. Podría dedicar largos minutos de esta alocución a hacer hincapié en las escenas que componen lo que yo llamo “mi ruta del dolor”; ese sendero tortuoso que he recorrido por el hecho de comportarme libremente en un país lleno de máscaras. También podría reducirme a la narración lastimera de la estigmatización, la vigilancia constante, la presión sobre mi familia, la satanización en mi comunidad, las citaciones policiales y hasta el ataque físico. Sin embargo, no voy a centrarme en esos obstáculos, sino en la otra ruta, la de la gratificación, la de la realización personal y los proyectos futuros. Esa parte hermosa del sendero que comienza en cuanto salgo a la calle y alguien —venciendo el miedo— se me acerca y me dice “te leo”, “continúa”, “resiste”. Se completa además con la gratificación de que cada día un número mayor de mis compatriotas busca mis opiniones, rebate o simpatiza con mis puntos de vista, y también ahora son más lo que utilizan la herramienta de un blog para expresar en la Cuba virtual la discrepancia aún penalizada en la Cuba real. Ese camino del crecimiento profesional y cívico es el que quiero que compartamos juntos.
El Premio Príncipe Claus es un galardón que mira hacia adelante, un estímulo que invita a realizar sueños y a plantearse metas más elevadas. Este 2011 puede ser el escenario para concretar algunos retos periodísticos con los que fantaseo hace un buen rato. Nuestra Isla está urgida de argumentos, de polémicas e informaciones. No podemos quedarnos sólo en la denuncia de la intolerancia, en la descripción de lo que no funciona o con el dedo señalando hacia lo que no nos gusta. Es tiempo ya de empezar a cambiar. Para los que nos negamos a que otro ciclo de crispación y desconfianza se cierna sobre nosotros, es también el momento de hacer algo, aunque sea pequeño. Me gusta trabajar con la escritura, la noticia, el texto y siento que mi lugar está justamente en los kilobytes, las páginas de los periódicos, el mouse y el teclado. Lo cual no significa que vaya a encerrarme en la torre de marfil de la escritura, sino todo lo contrario. El verbo no tiene que comportarse siempre como una barricada o como un adoquín lanzado; afortunadamente la palabra logra convertirse también en un bálsamo muy eficiente sobre una nación acongojada. Creo en la medicina de la libertad informativa, de la imperfecta democracia que algún día los cubanos lograremos poner en práctica en nuestro país. Soy una soñadora, ya lo sé, pero todos ustedes que están aquí también lo son… y no somos los únicos.
Este año el monopolio estatal sobre la información verá como le surgen algunas nuevas grietas. Cualquier blogger de provincia, armado apenas con su teléfono móvil, podrá poner en jaque a los periódicos oficiales, podrá transmitir directamente hacia la Web sus textos, fotos, audios y videos. Me gusta decir, mitad en broma y mitad en serio, que si los cubanos supimos inventar el picadillo de carne sin carne, allá en los años más duros del Período Especial —cuando lo hacíamos con cáscara de plátano— ahora estamos inventando la Internet sin Internet. Desde esos pequeños artilugios celulares, hemos aprendido a completar el espectro informativo que sale de esta Isla. Me siento también misionera del credo de difundir por todo el territorio nacional esos conocimientos y herramientas que nos harán libres. Porque cada uno de nosotros podemos llegar a ser nuestra propia agencia de prensa, sin patrones ni censores. A eso he dedicado también los últimos meses, con la magnífica experiencia de una academia donde se graduaron 27 estudiantes y cinco profesores, de los talleres, las conferencias temáticas y la asesoría a los que recién abren un nuevo espacio web. En los próximos meses pienso extender también el alcance de estos cursos. El virus blogger terminará por contagiar a miles de cubanos.
El sueño más difícil —y por eso también el más recurrente— es la creación de un nuevo medio de prensa. Muchos de los que están hoy aquí presentes son, aún sin saberlo, los futuros redactores, fotógrafos y corresponsales de ese periódico. Sin ustedes no será posible. Sin el talento y la energía que pueden insuflarle a las páginas de ese proyectado espacio informativo, todo se quedaría en la ensoñación de una pequeña blogger. De manera que estas breves palabras también son para decirles: ayúdenme, acompáñenme en la impredecible aventura de empoderarnos como ciudadanos, de comportarnos libremente en un país lleno de miedos, pero háganlo sin perder en el camino esas diferencias que alimentan nuestra pluralidad y evitan el conocido error de la unanimidad. Hay espacio para todos en este proyecto. Es más, sin ustedes no podría lograrlo.

Los problemas de acceso a servicios básicos como el agua, el saneamiento, la salud y la educación se mantienen para los cuatro millones de niños de Haití casi un año después del terremoto que sacudió al país el 12 de enero de 2010, dijo hoy Unicef.

El proceso de recuperación 'apenas está comenzando' para los menores, que son quienes más 'han sufrido y siguen sufriendo' a causa de las emergencias del pasado año, entre las que figuran el devastador terremoto, un huracán y una epidemia de cólera, dijo Françoise Gruloos-Ackermans, representante de Unicef en Haití.

La agencia internacional presentó un balance de la situación de la infancia haitiana cuando está a punto de cumplirse el primer aniversario del terremoto, que, con una intensidad de siete grados en la escala de Richter, dejó unos 300.000 muertos, otros tantos heridos y 1,5 millones de damnificados.

El informe, titulado 'Los niños y niñas de Haití: un año después. El largo camino del socorro a la recuperación', revela que de los más de un millón de haitianos que viven hacinados bajo carpas y tiendas de campaña desde que ocurrió la catástrofe, 380.000 son niños.

(...) Así las cosas, probablemente el cambio más simbólico de este 112 Congreso será la desaparición de los Kennedy en sus trabajos. Desde 1946 siempre ha habido algún Kennedy en el Capitolio. Primero fue John (elegido para la Cámara de Representantes en ese año, y en 1953 para el Senado), luego Ted (senador durante 49 años hasta su muerte) y, junto a él, su hijo Patrick, elegido en 1994 congresista por Rhode Island que renunció a presentarse a las últimas elecciones. La conquista por un republicano (Scott Brown) del escaño en el Senado ocupado durante casi medio siglo por su padre, el temor a la derrota ante otro republicano, y sus continuos problemas de adicción a antidepresivos, han hecho tirar la toalla al último de los Kennedy.

Washington es una ciudad de una sola industria: la política. A partir del 3 de enero se prepara para una fase de cohabitación con un presidente demócrata y un Congreso de fuerte coloración republicana. La Colina del Capitolio recobrará su tradicional bullicio, creando nuevas inquietudes en el inquilino de la Casa Blanca, un edificio en el centro de la ciudad, menos majestuoso que el Capitolio, y más tranquilo, aparentemente. Con una elección presidencial a la vuelta de la esquina, los habitantes de uno y otro estarán pendientes de 2012.

"While America cannot default on its debt, we also cannot continue to borrow recklessly, dig ourselves deeper into this hole and mortgage the future of our children and grandchildren," Boehner, an Ohio Republican, said in a statement.

Geithner warned that a failure to raise the debt limit would mean the government would not be able to make the payments on the current debt, which stands at $13.96 trillion.

Treasury debt is considered the safest investment in the world because the U.S. government has never defaulted. However, the effort to raise the debt limit is expected to be especially contentious this time. Many newly elected Republicans campaigned against the government's soaring deficits and debt.

"Even a very short-term or limited default would have catastrophic economic consequences that would last for decades," Geithner said. "For these reasons, I am requesting that Congress act to increase the limit early this year, well before the threat of default becomes imminent."

Geithner said if a default were to occur, it would be "potentially more harmful than the effects of the financial crisis of 2008 and 2009" which helped push the country into the deepest recession since the 1930s.

John Boehner, the new speaker, promised the incoming House members of the 112th Congress on Wednesday to “give the government back to the American people.” But away from the camera, the chamber’s new Republican leadership is busy doing the opposite.

Darrell Issa of California, the new chairman of the House Committee on Oversight and Government Reform, has sent out letters to 150 businesses and trade groups, asking them for suggestions on loosening what he called “job-killing” corporate regulations.

This, of course, has nothing to do with Mr. Boehner’s tearful populism and everything to do with the tens of millions in corporate dollars that helped propel the Republicans to power in the House. Businesses have complained about the Obama administration’s expanded, and necessary, oversight of finance, health care and food production, among other areas. Now they have helped elect a House leadership that is eager to do their bidding.

En Europa, en cambio, Obama trata de salvar la Alianza Atlántica de la incertidumbre sobre su supervivencia y de las divisiones creadas por la guerra de Afganistán. El nuevo concepto estratégico también insiste en nuestro compromiso de mantener las puertas de la OTAN abiertas a todas las democracias europeas que cumplan los requisitos para ser miembros. La OTAN es la alianza más exitosa de la historia porque está construida sobre una premisa fundamental y duradera que se ha mantenido durante 61 años: porque compartimos los mismos valores y las mismas preocupaciones de seguridad. 'De no haber sido por el cortafuegos latino en el oeste, es muy probable que las elecciones de 2010 hubieran cumplido con la historia de otras elecciones y llevado a los demócratas a perder sus mayorías tanto en la Cámara de Representantes como en el Senado', sostuvo la organización proinmigrante America's Voice, que también destacó el 'factor clave' que esta comunidad tuvo para determinar el resultado de comicios a gobernador en estados como California y Colorado.

De acuerdo con el seguimiento en ocho estados -Arizona, California, Colorado, Florida, Illinois, Nuevo México, Nevada y Texas- con una comunidad latina de al menos 10 por ciento, en todos ellos la preferencia latina por los demócratas frente a los republicanos fue, de media, de 75 por ciento frente a 25 por ciento, es decir, un margen de tres a uno.

'En 2010, el cortafuegos latino en el oeste, en lugares como California, Colorado y Nevada, ayudó a salvar el Senado para los demócratas', resaltó el director de America's Voice, Frank Sharry.

Van Hollen was wrong: Fairly early in the evening it was clear the GOP would zoom past the 218 seats needed to take control of the House and win a comfortable cushion in addition.

Florida will have a new Cuban-American US Senator, Marco Rubio. New Mexico will have the first Latina governor, Susana Martinez. Texas will likely have a Mexican-American Republican member of Congress, Quico Canseco, who beat veteran incumbent Ciro Rodriguez in the vast border district that snakes east along the Rio Grande from the outskirts of El Paso, Texas. Former Federal Court Judge Brian Sandoval, also a Republican, will become the first Latino governor of Nevada (beating Harry Reid's son, Rory, by a convincing margin).

The networks have projected Jerry Brown the winner in the California governor's race, after his opponent Meg Whitman spent more than $100 million of her own money trying to jump start a political career after an adult life in business. Polling approaching Election Day saw Brown getting the biggest share of the state's big Latino vote, after Whitman's shifting stories about her undocumented housekeeper neutralized her enormous spending on Spanish media.

I spent Election Day in Nevada, where Senate Majority Leader Harry Reid was fighting for his political life against Republican nominee and former state legislator Sharron Angle. Senator Reid, an old fashioned political technician, is not very popular in Nevada. Even as voters sent him back to Washington for another six years they were telling pollsters they don't like him very much or approve of the job he's doing for them. Sometimes in politics you get lucky with the other side's choice of an opponent. So even though it was a terrible year for incumbents, for Democrats, for the party establishment, and party leaders, Reid won even though he was all those things.

A big part of his strategy involved making Latino voters one of the foundation stones of a winning coalition. The state's population is just under a quarter Latino, and Reid gambled that driving turnout in the community would build a wall against Angle's passionate anti-Washington voters. The state Democratic Party emphasized races down the ballot, for State Assembly and State Senate, and steered funding to political novices in strongly Latino districts.

Gran noche electoral para el Partido Republicano, que ha conseguido más escaños de los que necesitaba para obtener el control de la Cámara de Representantes y que ha demostrado una renovada vitalidad para luchar por la presidencia en 2012. Serio voto de castigo para Barack Obama, que se verá obligado a reacomodar su proyecto a la nueva realidad política de Washington. Y mal resultado para el Partido Demócrata, que conserva por la mínima el control del Senado, con lo que evita el desastre que se temía, pero aún así sufre una derrota de grandes proporciones.

"Este es un claro mensaje de los ciudadanos para que el presidente cambie de rumbo", ha declarado al borde de la medianoche el congresista John Boehner, próximo presidente de la Cámara de Representantes en sustitución de Nancy Pelosi. Estados Unidos ha girado hoy a la derecha. Los votantes han dicho no a Barack Obama, no a sus políticas económicas y sociales, no a la clase política de Washington y al establishment, no a un modelo en el que el estado no es un problema sino que a veces puede ser la solución. Pero han dicho no, ante todo, a una crisis económica que sigue golpeando al ciudadano de a pie y a la que el presidente no ha sabido dar una respuesta tangible.

La victoria del Partido Republicano en las elecciones intermedias certifica el fin del yes, we can, el sí, podemos que hace dos años propulsó a Barack Obama a la Casa Blanca, y abre una época de cohabitación en Washington que puede provocar un bloqueo legislativo. Los republicanos han recuperado la mayoría en la Cámara de Representantes, pero, según la CNN y The Washington Post, no logran la mayoría en el Senado, que seguirá en manos demócratas aunque con una mayoría mínima. Tras dos años en la intemperie, barridos en 2008 por los errores de George W. Bush, las ansias de cambio y la obamamanía, los conservadores retoman la iniciativa y la centralidad política en la primera potencia mundial.

“La prioridad de la gente será nuestra prioridad”, ha dicho en una fiesta para celebrar el resultado el congresista John Boehner, que sustituirá a la demócrata Nancy Pelosi como speaker de la Cámara, tercera autoridad del país. El discurso retomó el tono anti-Washington y anti-establishment del Tea Party, el movimiento populista y conservador que en el último año ha impulsado al Partido Republicano. “El pueblo americano ha enviado un mensaje y el mensaje es: cambio de rumbo”, añadió Boehner, miembro genuino del estabishment. Al recordar su infancia, le han saltado las lágrimas.

El resultado tiene una explicación fundamental: la economía. Con la tasa de paro cercana al 10% (un nivel inusualmente alto para un país acostumbrado casi al pleno empleo), un crecimiento lento y un déficit descontrolado, los demócratas de Obama aparecen como los responsables principales. El fenómeno no es puramente estadounidense: en los últimos meses, otros gobiernos de izquierdas en países occidentales han pagado los platos rotos de la crisis.

Efecto Tea Party
A esto se suma el efecto del Tea Party. Candidatos al Senado apoyados por el Tea Party como Rand Paul, en Kentucky, y el cubanoamericano Marco Rubio en Florida -figura emergente del conservadurismo, que algunos ven como el futuro Obama latino- se han impuesto en sus respectivos estados. Otros, como la excéntrica Christine O'Donnell, han perdido en Delaware. Si los republicanos se quedan a un escaño de la mayoría en el Senado, las culpas pueden recaer en el Tea Party y a sus miembros peor preparados. "¡Venimos a recuperar nuestro gobierno!", ha proclamado Paul, adscrito a la corriente libertaria, que desconfía del intervencionismo estatal y propugna reducir los impuestos y equilibrar el déficit.

Con su patriotismo y su antielitismo, subidos en la ola de irritación anti-gubernamental, Rubio, Paul y decenas de congresistas del Tea Party aspiran a transformar Washington y a frenar a un presidente que, en su opinión, ha pervertido las esencias de EE.UU. Pero deberán negociar estas ansias con un establishment republicano que conoce los pasillos de la capital.

“El pueblo americano se ha sentido ignorado. Ha mirado a las políticas de la Administración Obama y ha dicho basta”, dijo a CNN el congresista Eric Cantor, uno de los líderes republicanos en la Cámara. “Esta noche la gente ha dicho que quiere que el Gobierno se centre en la creación de empleo”, añadió.

A la violencia que genera el tráfico de drogas en México se suma un nuevo actor: la sospecha de que podría haber grupos paramilitares que actúan en algunas regiones del país.

El tema causó alarma. Recientemente el Senado demandó al presidente Felipe Calderón un informe detallado sobre la probable existencia de "escuadrones de la muerte", que según legisladores son similares a los que operan en Colombia.

Hasta el momento las autoridades no han respondido al exhorto del Senado.

Pero según analistas, determinar si hay o no paramilitares involucrados en la lucha de carteles de narcotráfico es una tarea complicada.

En México la información oficial es insuficiente para conocer los riesgos de seguridad que han detectado las autoridades.

Y al mismo tiempo, en el país hay una "profesionalización de la violencia" causada -entre otros factores-, por la deserción de policías y militares hacia la delincuencia organizada, le dice a BBC Mundo Ernesto López Portillo, director del independiente Instituto para la Seguridad y la Democracia (Insyde).

"La hipótesis es que aprovechan los recursos humanos para generar grupos con experiencia, capacidad de fuego, estrategia y operación que los asemeja a paramilitares", explica el especialista.

¿Qué está pasando? Cada vez más presidentes latinoamericanos como Hugo Chávez, Felipe Calderón y Cristina Kirchner se suman a la plataforma social Twitter para lanzar medidas, movilizar sus bases o enviarse mensajes entre ellos. Todo en 140 caracteres.

El presidente de Venezuela, uno de los pioneros en usar esta popular red social en Latinoamérica, envió el domingo una avalancha de mensajes desde su cuenta @chavezcandanga, que tiene más 850.000 seguidores, exhortando a un 'arrollamiento demoledor'' en las elecciones legislativas.

Sin embargo, luego de que los primeros resultados fueran divulgados por el Consejo Nacional Electoral (CNE), el mandatario redujo el ritmo frenético y este lunes saludó: ‘‘Buenos días mundo luchador! Un breve descanso reparador y... a seguir la Batalla! Dicen los escuálidos que ganaron. Bueno, sigan 'ganando' así''.

También la presidenta argentina, Cristina Kirchner, estuvo muy activa en las últimas horas en su cuenta @CFKArgentina, que abrió a comienzos de este mes. A través de ella aprovechó para felicitar desde Nueva York a Chávez e incluso para cuestionar un fallo judicial en su país.

'Hola Hugo. Felicitaciones para vos y para Venezuela toda. Excelente elección'', escribió.

El presidente chileno Sebastián Piñera es otro twittero, aunque utiliza la red sobre todo para contar sus actividades diarias.

'Tuve privilegio de tomar desayuno con Steve Jobs, creador Apple. Jobs estuvo muy cerca de la muerte y hoy de la sabiduría'', escribió sobre una de una de sus últimas actividades en Estados Unidos.

Los ministros chilenos tienen también cuentas en Twitter. Pero el más activo es el de Minería, Laurence Golborne, quien la utiliza para informar los avances de los trabajos de rescate de los 33 mineros atrapados en una mina en el norte de Chile desde el 5 de agosto.

El presidente de México, Felipe Calderón, cuenta con 190.000 seguidores desde que inauguró su cuenta @FelipeCalderon en mayo y en la que no sólo informa sobre sus actividades institucionales, sino que además debate sobre su estrategia contra el narcotráfico.

Los venezolanos continúan a la espera de los resultados de las elecciones parlamentarias celebradas hoy, cuando han transcurrido más de cinco horas desde el cierre oficial de los centros de votación.

Los cinco rectores del Consejo Nacional Electoral (CNE) iniciaron una reunión a las 22.00 hora local (00.30 GMT del lunes) para proceder a totalizar los escrutinios de los diversos estados del país antes de ofrecer su primer boletín sobre los resultados de las elecciones parlamentarias.

Decenas de periodistas y funcionarios esperan en la sede del CNE el anuncio de los resultados de la jornada de votación, que transcurrió con total normalidad y gran afluencia.

Los centros electorales cerraron oficialmente a las 18.00 hora local (22.30 GMT), pero diversos colegios permanecieron abiertos, algunos hasta dos horas después del plazo, como obliga la Ley cuando quedan personas en cola para votar.

Tras el cierre oficial de la votación, comenzó la larga espera del veredicto de las urnas en un clima de tranquilidad pero mucha expectativa al tratarse de cruciales elecciones para determinar si el presidente Hugo Chávez mantiene o no el respaldo mayoritario del unicameral Parlamento, de 165 diputados.

El presidente de EEUU, Barack Obama, denunció hoy en su mensaje semanal a la nación que el programa económico presentado por los republicanos para las elecciones al Congreso consiste en 'dejar que la clase media se las arregle sola'.

Obama se refirió a la plataforma política 'Promesa a América', presentada el jueves y en la que el partido republicano aseguró que, de lograr el control del Congreso en noviembre, implantará una política mucho más restrictiva con el gasto fiscal.

'Muchas (de las que anunciaron) eran medidas similares a las que nos llevaron a la crisis económica para comenzar, lo que no debe sorprender, ya que muchos de sus líderes estuvieron entre quienes formularon esa fracasada política', señaló.

El presidente estadounidense añadió que el programa se basa 'en la misma filosofía trillada', consistente en 'recortar los impuestos de los millonarios y multimillonarios; reducir las normas para Wall Street y los intereses particulares, y dejar que la clase media se las arregle sola'.

'Ésa no es la fórmula para un futuro mejor. Es el eco de una década desastrosa que no nos podemos dar el lujo de volver a vivir', sostuvo.

El presidente de EE.UU., Barack Obama, quien hoy apeló de nuevo a los republicanos para que aumenten su colaboración en el Congreso, se encuentra ya sumido en una campaña electoral encubierta de cara a las legislativas de noviembre.

En sus últimas intervenciones, Obama ha adoptado un tono cada vez más electoral y ha arremetido de modo cada vez más duro contra los republicanos, a medida que se aproximan unos comicios legislativos en los que la oposición aspira a recuperar el control de ambas cámaras del Congreso.

En su alocución semanal de los sábados, el presidente estadounidense pidió específicamente a los republicanos que apoyen la reforma del sistema de financiación de las campañas electorales, después de que el Supremo dictaminara que las empresas pueden financiar sin límites anuncios de propaganda electoral.

'Hemos intentado arreglarlo con una nueva ley, que simplemente exija que se diga quién es el anunciante y quién paga el anuncio', señaló Obama. Con la iniciativa se pretende que los votantes puedan decidir con conocimiento de causa acerca de las intenciones del aviso.

'Es algo de sentido común. De hecho, es algo en lo que republicanos y demócratas hemos estado de acuerdo durante décadas. Y sin embargo, los líderes republicanos en el Congreso han dicho 'no' hasta el momento', apuntó el presidente estadounidense.

El Tea Party va a radicalizar al Partido Republicano y eso nos dará ventaja a los demócratas y permitir la reelección de Obama en 2012. El Tea Party ha derrotado a candidatos republicanos moderados que podrían ganar como ha ocurrido en Delaware y ahora tenemos oportunidades en varios Estados. El Tea Party ha surgido principalmente por la débil economía de EE UU y la inmigración. Es una fuerza negativa aunque no creo que dure mucho.

P. Una derrota demócrata y la pérdida de la mayoría en la Cámara de Representantes y del Senado pondría las cosas muy difíciles al presidente Obama...

R. Hay que ver la experiencia del presidente Clinton cuando perdió la mayoría en el Congreso en 1994. En los dos años siguientes tuvo más éxitos legislativos que en el pasado. Creo que lo mismo le va a pasar a Obama. La gente va a querer más bipartidismo y se lo va a exigir al Partido Republicano, lo que no ha hecho en estos dos primeros años.

El consumo de drogas ilegales en Estados Unidos aumentó 8.7% en 2009, el nivel más alto en una década, debido al incremento del uso de la mariguana, según fuentes oficiales.

Un dato curioso dado a conocer por la Administración de Servicios Sanitarios Mentales y de Abuso de Sustancias (Samhsa), es el aumento del consumo de estas drogas en personas de 50 y 59 años, al pasar de 2.7% a 6.2% entre 2002 y 2009.

Resultados de una encuesta basada en entrevistas a 67 mil 500 personas, consideran drogas ilícitas la mariguana, cocaína (incluido el crack), heroína, alucinógenos e inhalantes.

Refiere que otras de las drogas que aumentaron su consumo fueron el éxtasis, de 550 mil a 760 mil consumidores, y la metanfetamina crystal, de 314 mil a 502 mil.

En cambio, los consumidores de cocaína de 12 años o mayores fueron 1.6 millones, una proporción similar a la de 2008, pero por debajo de las estimaciones de 2006, cuando había 2.4 millones de adictos.

El aumento en el consumo de drogas es el de mayor nivel desde 2002, cuando comenzó el sondeo realizado por Samhsa, y por delante del año 2006 pues en ambos casos el porcentaje se situó en 8.3%.

Archaeologists, many of them Americans, say the opposite is true: This patch of forest, and many others across the Amazon, was instead home to an advanced, even spectacular civilization that managed the forest and enriched infertile soil to feed thousands.

The findings are discrediting a once-bedrock theory of archaeology that long held that the Amazon, unlike much of the Americas, was a historical black hole, its environment too hostile and its earth too poor to have ever sustained big, sedentary societies. Only small and primitive hunter-gatherer tribes, the assumption went, could ever have eked out a living in an unforgiving environment.

But scientists now believe that instead of stone-age tribes, like the groups that occasionally emerge from the forest today, the Indians who inhabited the Amazon centuries ago numbered as many as 20 million, far more people than live here today.

"There is a gigantic footprint in the forest," said Augusto Oyuela-Caycedo, 49, a Colombian-born professor at the University of Florida who is working this swath in northeast Peru.

Stooping over a man-made Indian mound on a recent day, he picked up shards of ceramics and dark, nutrient-rich earth made fertile hundreds of years ago by human hands. "All you can see is an artifact of the past," he said. "It's a product of human actions," he said.

Mining engineers in Chile say they have come up with a "Plan B" that could halve the time it will take to rescue the 33 miners trapped inside a mine since August 5.

Walter Herrera, quality control and risk manager for Chilean mining company GeoTech, said his company was bringing a specialized device -- a Scram T-130 drill, typically used for boring water holes -- to the San Jose mine. He told CNN Saturday that the drill could be on site and working within five to six days.

He said the plan hinges on using one of the three bore holes, measuring four-inches each in diameter, that has already been drilled and is being used to pass the miners supplies. The drill would use that bore hole as a pilot and simply widen the diameter to about 28 inches.

Herrera said the plan his company has drawn up indicates that workers would have to drill 624 meters (2,047 feet) to reach the miners.

"I don't want to put a time frame on this," he said. "We think it could be quicker than the other plan. In ideal conditions, this could take around two months."

THE chance of being shot in Caracas may be higher than just about anywhere else in the world, outside war zones. Cheuk Woon Yee Sinne, a baseball player from Hong Kong, found that out on August 13th. As she took the field for a match in the Women’s Baseball World Cup, at an army stadium in Venezuela’s capital, a stray bullet hit her in the leg. Her team promptly pulled out of the tournament.

That was an embarrassment for the government of Hugo Chávez, which faces a legislative election on September 26th. It said the shooting was an isolated incident and moved the tournament to a venue outside the capital. But it also has another solution to Venezuela’s crime problem: suppress negative crime statistics and prevent the media from publishing gory images.

The government stopped publishing data on murders several years ago. Nevertheless, Roberto Briceño-León of the Venezuelan Observatory of Violence, an NGO, says that a government report he has obtained puts the national murder rate at 75 per 100,000 people, up from 49 just four years ago and almost twice the rate in neighbouring Colombia where guerrillas continue to wage war.

The report estimates the murder rate in Caracas at an astonishing 220 per 100,000 people. That is higher even than in Mexico’s drug-ridden Ciudad Juárez. “I don’t have the slightest doubt that Caracas is the most violent city in the world,” says Mr Briceño-León.

Autoridades estadounidenses advirtieron hoy que unas 1.300 personas podrían haber enfermado por el brote de salmonela que ha obligado al Gobierno a retirar del mercado unos 380 millones de huevos.

Según el Centro de Control de Enfermedades (CDC), hubo 2.000 casos de salmonelosis al ingerir huevos entre mayo y julio, 1.300 más de lo usual en esa época del año.

Las autoridades también consideran que el número de enfermos registrados por esta enfermedad crecerá porque todavía no se han reportado los afectados desde mediados de julio, informó el doctor Christopher Braden, un epidemiólogo del CDC.

La retirada de huevos, que se anunció originalmente la semana pasada, afectó inicialmente a 228 millones de unidades y aumentó ayer hasta los 380 millones, el equivalente a 32 millones de cartones de una docena.

Las autoridades han localizado la enfermedad en tres estados, California, Colorado y Minesota, y la vinculan al consumo de huevos de la empresa Wright County Egg, con sede en Iowa.

It carved a huge slice out of Americans’ financial wealth and caused the biggest percentage decline in employment of the post-war era. Even though the stock market rebounded in 2009 and U.S. output began to grow in the second half of that year, the recession continues to take a terrible toll on the incomes and psychological health of many families.

(...) The tea leaves are clear: The Great Recession will not be a second Great Depression. And, as I argue below, President Obama’s stimulus package, though imperfect, deserves a great deal of credit for bringing us back to the positive trajectory we’re on today. Any reasonable grader of the stimulus’s effects on driving recovery and combating joblessness would give the stimulus at least a B+. In the pages that follow, I first outline the size and contours of the government’s response to the recession, paying specific attention to how this response does and does not differ from government policy in recessions past. I distinguish between standard and nonstandard responses, that is, policies typical of those in other post-war recessions and those that are unusual. Then I consider the success of the policies and the public’s surprisingly hostile reaction to them. Voters’ sour views on the stimulus make it unlikely Congress will extend or expand the program, even if the economy takes a turn for the worse.

The Pentagon has all but alleged that this day has come. Last month, with little or no screening or verification, WikiLeaks posted 76,000 classified government documents about the war in Afghanistan, including some that contained information that could be used to identify Afghans who have cooperated with the United States. The safety of these individuals and their families may now be in danger, according to the Pentagon, which has demanded that Mr. Assange hand back the original documents and permanently take down the information from his Web site. Mr. Assange has said that he has another 15,000 or so related documents that he intends to post.

The Defense Department may have little leverage over Mr. Assange, an Australian who spends much of his time in Iceland, Sweden and Belgium. But the Justice Department is said to be considering charges against him for violation of the Espionage Act. That law is intended to punish individuals who spy on the United States on behalf of a foreign power, but it is so broad and so vague that it has been misused in recent years against individuals with no connection to spying. Attorney General Eric H. Holder Jr. last year wisely dropped such a case against two lobbyists for the American Israel Public Affairs Committee. He should not now make the mistake of trying to hammer Mr. Assange with the same flawed tool.

Dicha afirmación parte de un estudio denominado "Inmigrantes no autorizados y sus hijos nacidos en Estados Unidos", elaborado por el Pew Hispanic Center y divulgado en México por el Instituto de los Mexicanos en el Exterior.

La investigación conducida por Jeffrey S. Passel, jefe de Demografía del Centro, y Paul Taylor, vicepresidente ejecutivo, concluye que de los cuatro millones 300 mil bebés nacidos en la Unión Americana en 2008, casi 340 mil son hijos de padres indocumentados.

Con datos de la Oficina del Censo de Estados Unidos y una metodología usada desde 2005, los expertos concluyeron que nacieron en territorio estadounidense 79 por ciento de las cinco millones 100 mil personas menores de 18 años, hijos de indocumentados.

Eso significa que, de acuerdo con la 14 Enmienda de la Constitución, dichos niños automáticamente son considerados ciudadanos estadunidenses.

Los investigadores advierten que hay una polémica sobre la posibilidad de revertir dicha enmienda por considerarla un "imán" para atraer a la inmigración indocumentada, y adelantaron que en próximas semanas habrá un documento respecto al tema.

THE SERIOUS and necessary debate on illegal immigration has been hijacked in recent days by a sometimes hysterical fight over birthright citizenship. It is a nasty and wasteful diversion.

The 14th Amendment to the Constitution declares that "all persons born or naturalized in the United States, and subject to the jurisdiction thereof, are citizens of the United States and of the State wherein they reside." Children of foreign diplomats are generally excluded.

Some on the right argue that the Constitution should be changed to prevent U.S.-born children of undocumented immigrants from gaining automatic citizenship, in part to prevent these "anchor babies" from being used to legitimize their parents' presence in the country.

Those on the left charge that the talk about changing birthright citizenship is evidence of deep-seated xenophobia; one activist argued that it puts the United States "on the brink of legalizing apartheid."

Neither of these arguments is valid. The great majority of undocumented immigrants come to this country looking for opportunities, just as generations of immigrants have done. According to a recent study by the Pew Hispanic Center, the new migrants tend to be younger and of child-bearing age. Although abuses occur, in the vast majority of cases the birth of a child is a natural happenstance and not an attempt to manipulate the system. The attacks from the left, meanwhile, ignore or downplay the challenges posed by illegal migration and unfairly ascribe hateful motives to all who raise questions about possible fixes.

What is needed is not vitriol but serious legislation that provides a path to citizenship for those who have been in the country illegally but have otherwise been law-abiding, productive members of society.

About that math: Legally, Social Security has its own, dedicated funding, via the payroll tax (“FICA” on your pay statement). But it’s also part of the broader federal budget. This dual accounting means that there are two ways Social Security could face financial problems. First, that dedicated funding could prove inadequate, forcing the program either to cut benefits or to turn to Congress for aid. Second, Social Security costs could prove unsupportable for the federal budget as a whole.

El laudo que pone freno a las disposiciones más polémicas de la nueva ley de inmigración anti-latina de Arizona es un regalo bien presentado para aquellos que disfrutan convirtiendo la verdad, la justicia y el estilo americano en ventajas políticas.Como ciertamente todo hijo de vecino sabe a estas alturas, la magistrada de distrito Susan Bolton decretaba el miércoles una medida cautelar extraordinaria que impide al estado implantar secciones del código que parecen patentemente inconstitucionales. Las consecuencias políticas están muy claras: a corto plazo por lo menos, los Republicanos ganan y los Demócratas pierden.

A un plazo mayor, el impacto de la cuestión de la inmigración sobre las esperanzas de los principales partidos es al revés. Pero el acento se pone ahora en ganar en noviembre, y el Partido Republicano se frota las manos.

Los críticos tienen otro arma más que utilizar contra la administración Obama, porque fue el Departamento de Justicia del Presidente Obama el que llevó a la justicia el código de Arizona. GIVE MEXICAN President Felipe Calderón credit for honesty as well as courage. Last week he presided over a three-day public conference to assess the results of nearly four years of war against Mexico's drug cartels. Most of the facts were grim:

-- According to the chief of the national intelligence service, 28,000 people have died violently since Mr. Calderón deployed the Mexican army against the drug gangs in December 2006. That number represents an increase of 3,000 over the death toll the government reported earlier this summer.

-- There have been 963 incidents involving federal forces and the gangs since the offensive began -- or just about one per day.

-- Mexican authorities have seized more than 84,000 weapons, including thousands of high-powered assault rifles, grenades and other military-caliber equipment. More than 80 percent of the guns whose provenance could be traced came from the United States.

-- The ferocity of the violence continues to escalate as drug gangs import the tactics of al-Qaeda and the Taliban. To kidnappings, beheadings and massacres of innocent civilians and even children can now be added car bombs -- two of which have been detonated in northern cities in the past few weeks.

Mr. Calderón bluntly spelled out the threat the cartels represent to Mexico. "The behavior of the criminals has changed and become a defiance to the state, an attempt to replace the state," he said. Drug lords are collecting their own taxes from businesses in some areas. According to the secretary of public security, they are spending $1.2 billion a year to buy the allegiance of 165,000 police officers.

Preventing the sort of cartel takeover that Mr. Calderón warned of is a vital interest of the United States -- which is why the Obama administration and Congress could benefit from their own truth-telling session about Mexico. Congress has appropriated $1.3 billion since 2008 to help Mexico fight drug trafficking, but because of poor implementation and bureaucratic delays, only a fraction of the money has been spent. Mexican forces are still waiting for badly needed U.S. helicopters, surveillance planes and drones as well as training programs in areas such as money laundering.
